From the control panel, you have the option there and you can easily change DNS - I never tried to move the domains out of there.

From your hosting provider - each ns has one IP address and you can find it on your hosting account.

I have contacted namecheap support and they did not provided me the second one, I guess I am screwed

No you are not to find out IP for your NS you need to go here:
https://www.whatsmydns.net/#A/

1. complete the field with the ns eg. ns1.namecheap.com and they will reveal the ip address.
