We offer full account details and cookie is a part of it for your easy access. Accounts are brand new and created by the system. Accounts are able to run ads.
Currently you cant create business account manually, but in couple days we will release new patches which give you ability to have business account.

I assume I can pick the account name and email address and what not for you to use to create it? Also, do you give any guarantees the accounts wont be locked or have verification requested for stuff that doesn't violate Facebook's TOS? For example, if I start uploading normal pictures and adding friends and messaging people, or change my password, etc., my account won't lock? What if it does?

You can use with any type of add-on as long as they support cookies or even login directly.

You can change or upload an avatar as a regular user. Shouldn't have any issue

odds for login after 2 weeks are 20 percent.

odds are increasing or decrease by how long you use the account, how you use it and sometimes it just facebook AI will block the account.
Browser fingerprint is mostly the reason, ip also affects but small.

Also, once I take over the accounts and change the names, emails, etc., does increased activity on the account make it more likely to be checkpointed or decreased activity? I am assuming decreased. And does Paypal to you allow guest checkout?
