Twitter changes the way to unlock twitter account

Hi there. It seems twitter changes the way to unlock twitter account.

Before:
1. Solve google captcha
2. Add phone number, get sms code, insert sms code.

Now:
1. Solve google captcha
2. Add phone number, get sms code, insert sms code
3. Again twitter will send sms code 2nd time to phone number add in step 2, again insert sms code 2nd time.

Due to this change, I can not use smspva site to unlock twitter account.
Does anybody have any idea about this change?
