Yes, they are still are a great source even nofollow links (specially now that they will need to convert over the time to rel=ugc and they won't in most blogs, being similar to main content links)
Not sure if CMS like Wordpress will be updating in their core comment system this element.
 
Blog comments are no longer a high priority tactic for link builders. However, rather than dismissing blog comments entirely because it’s an outdated spammy link building content (and it can be when done wrong), maybe we should reimagine it as a type of community engagement.

Since I create a new blog and forget to install Akismet then the next day i will get thousands of comments waiting for my "approval"
 
Yes, I still do. I make relevant comments on niche related blogs though.
 
They are still useful when it comes to diversification, nothing else really unless you want to waste your time providing "quality" comments in the hopes of getting a handful of clicks to your target url
 
Yes they still work, They won't rank first for mesothelioma lawyer but they do something ...

Did you have to go the disavow route? If so how long did it take before you saw a recovery .. or did you?
 
I think this is the best source to get backlinks - provided if the things that you comment will add value to that piece of content. Only spam content, random generated content, content that has no meaning, and to a certain degree leaves a spam footprint - these will not yield any value either to the content or to you and mostly auto-approve sites will have these comments and links, which originally already will not pass any link juice due to the poor type of site.
 
Yes, you just need a high quality comment, so it doesn't get deleted and has some value.
