Hoping to make new accounts but from what im reading now might prove difficult doing so these days...whats happening with IG
i create many account with real phone and i can't create anymore. i need more accounts
it's a free software? can you help me find a good software?

He said his software is good but admitted that accounts get banned quickly, which means the software is useless - don't bother and look for something yourself.
i tested with real phone, real 4g ip, tested with firefox portable and not working !!
i change ip even request. IG is dead or all ips is blocked??
do you have any recommended?

It's most likely that the IPs are flagged - especially if you were able to create accounts before.
And yes, 4G also gets blocked, don't listen to anyone who says otherwise. Try creating an account with browser and "inspect element" before making the account. Once you get blocked, look into the "account creation ajax" and then "response". You will most likely see "the IP is flagged as an open proxy" response. There are multiple reasons for that:
1. You created too many accounts too quickly.
2. There are a few more people in your area who are also creating accounts like you and you all make too many accounts combined.
3. Some idiot got a software or trial of it and don't know any limits so he flagged the whole IP range. Or someone is selling proxies from real SIM cards and not monitoring the traffic.
The good news is that the block gets removed since, naturally, there are many valid users. If you get "IP flagged as an open proxy", try waiting 24 hours. If this does not work, it is most likely that you are facing situation number 3. Scenario 3 is what is faced by my operator in my country (I even know where the "headquarters" of the person responsible for that is). The reality is that Instagram allows creating accounts with that connection every Monday but gets blocked in max 48 hours again till next Monday. So, it is possible you are facing the same situation - this is the reason why many people cannot create accounts with their 4G connection by following tutorials that work.
Solution? You need a good proxy provider (can;t reveal mine) and be prepared that sometimes the IP range will get blocked anyway for 24 hours since someone gets a trial and tries creating thousands of accounts at once. But, the bigger the 4G service provider, the less chance for it and the quicker it gets lifted.

This is the way forward. If you are using mobile proxies you just need to wait for the cell towers to rest. Especially in remote areas.

Do you mean he/she has one 4G proxy or literally one IP? If you're talking about case 2, it should be blocked + easily traceable for mass ban so should not be possible theoretically speaking. Maybe I'm wrong

Then yes, it's possible. He is probably from a larger city and doesn't overdo it. Of course, there is always a risk of mass ban since all IPs are in the same range with mainly the last digits changing. So, if he makes a pattern with names or other behavior when creating, all accounts can be banned at once.
Basically, it is possible to create unlimited accounts with 1 4G connection by changing IP every time but you need to take extra steps to make sure to avoid patterns. And you also need to get lucky enough not to have not so smart people flagging the 4G service provider. It seems he passes both of these and will be able to continue creating the accounts.
