Can't I always open Adwords Germany accounts and receive adwords coupons?

Spending $ 10, giving $ 75 coupons.

Yes, you can, based on foll. :-
If you will do postpay, then just add the coupon code, ofcourse after adding card.
If you will do prepay, for Germany account, you will have to prepay minimum Euro 25 (+ VAT) in order to activate the coupon code.
IMPORTANT : Incase you are going to churn & burn accounts USING COUPON CODES in each account, then in that case do not use same domain(s) in these accounts.

yes you can make multiple açcounts to make use of the coupon. Ofcourse you should know what you are doing. And you can get coupons for germany if you have knowldege and resources.

Virtual cards still work well. Even the cards that most people use and get instant suspended. No suspension when using coupon the right way (right time).
