To create accounts you should use 4G Mobile proxies as FUTUR TIM said.
For scraping and spamming datacenter proxies work fine too (cheaper solution)

2. Residential, 4g, mobile proxies - more expensive, but you get access to an IP pool and your IP (advertised to ig) will rotate on every request.

If you are looking for lower price for account management, check @Biswas Marketing
If you want to create accounts (if I understand correctly), then good luck finding a provider that would allow you to do so. And it will be much more costly. Why not use your own 4G connection then?

if you are going to run many instagram accounts - then mobile proxies only. If run 1-3 accs - you can use home IP

I have a company for USA mobile proxies. Currently using for 40 of my clients and haven't had any issues in the past 8 months. I'd recommend only putting 5 accounts per proxy though and only put in 1 per day. Shoot me a message if want any help!

1. private proxies, cheaper but datacenter proxies may easily detect.
2. rotating residential IPs, better than private proxies, but slow and IPs are not 100% good to use
3. 4G proxies， best one, but you have to set up on your own, never buy others 4G, for almost in the same/similar subnet...use for the same purpose...
