So a friend of mine is literally a PRO on arts, took him on Ipad Procreate and he is creating wonderful things, but he hasn't been on internet market for anytime.

What would be your suggestion to make money as a digital artist ?

If he is good they can make money selling designs on amazon fba or etsy.

Give us more concrete examples on exactly what kind of art he creates, maybe show some examples, that would help!
