TTS YouTube channels monetization

How come everyone is saying TTS channels can't be monetized (Such as Reddit posts, Twitter Posts, Facebook Posts, etc niche) but yet I see tons of these channels in my recommend section that are all monetized and some of them are even verified (despite the new changes in YouTube verification policy) ?

Yes I remember coming across a channel that used tts for weight loss niche so if it works for them I dont see why not?

maybe its depend on which topic are they choose for creating video i.e. Hollywood news, trending topic,

Some people use it to spam videos. Google has discovered this. Should not be able to make money from it
