Manipulating comment votes on news websites

When reading the comments on a Daily Mail online article I noticed when my connection was slow or paused for a short while if I kept on spamming the vote button (up or down) when I regained connection the comment would get a lot of votes instead of just one. This often happened when on a train and going through a tunnel. It's only ever worked for me on a mobile (note this was on the chrome browser app and not the news app itself).

The website has millions of monthly visitors and comments on articles often go into the thousands, especially articles on politics or celebrities. Surely this could be exploited on a large scale to market something.

My only question is how? I can at best abuse about 100 upvotes on one comment on one device, how could I push for more?
