Why JAP works like this?

I used there during over one and half years,Yes they are my provider.
When I send them many tickets to refill because of my customers.
They said "add for refill" and they did not work!
And I feel bad cuz my customer add a ticket for me.
So I order from another panel and they said refill them!
Even I did not, they said be patient even I spend my time over 20days.
And be patient...be patient again and finally they did not work!
And after that he said Refill period over.
What should I do? Should I move on to another panel?

It'll actually refill, but customers ignorantly say "it never came. It never worked. It never never ever coulda woulda puda"
