rel="ugc": UGC stands for User Generated Content, and the ugc attribute value is recommended for links within user generated content, such as comments and forum posts.

Benefits? No idea yet, since they introduced these today. But using these tags, Google will know exactly if the link is paid for and/or if it's user generated.

no benefit but to help Google decide on how to pass link juice. This will in long term reduce the effect of guest posts, if people actively get involved.
 
Because all links pass page rank Google are seeking for you to do there job for them and introduce new tags because "nofollow" was a bluff and most people now know it. The new tags will reduce the weight of the outbound links. Sorry I thought Google was supposed to be a search engine and not the W3c. Since its against Google recommendation to build a site for search and "build for users" I won't be using this, thanks very much.:)
 
I think it's best to use no any "rel" tag at all. Then you just seem like "non-educated SEO" guy who writes content for their readers. And Google likes just that, to write content for readers, not to dominate in their search engine.

I bet a lot of major sites will incorporate the UGC tag, such as Reddit.
Theme creators may even add it comment links and push it as a feature.
Seems to me like they want more data, to punish us with.

If they want Google to treat them right, yes, they will probably use it.
this does not in anyway benefit a publisher unless Google decides to become vindictive against those who decide to not apply this.

I just used gust posts as an example... as it is the most basic I could remember instantly

Nobody knowa but looking at it well enough we should know it'll definitely reduce the effects of link juice passed for the obvious reason that Google has always frowned upon paid links in any form they come

My thoughts -
Google knows that webmasters pay money for guest post so if the user now pays for Guest post and does not include sponsored tag then the site will be penalised.
