3) Turn into GIF

The best option according to me is Adobe after effect , you can do all functions with it, but you said lightweight, for that purpose why not you can do all video and gif making on your system and simple copy and paste through remote desktop connection

Why not write your own python script to do that. That would be lightweight and highly customisable.

ffmpeg is all you need.

This is the real answer here, I have made a guide that comes in the instructions of the adult websites I sell, it is not that easy to figure it out on ffmpeg but it is definitely worth it.
