locked account on twitter - cant work without phone

Hi,
I got PVA on TW account, added phone - removed it - got message account is locked.
It seems that account can work only with a phone connected to it.
Why?
How to solve it?
How to avoid it?

I only relate my accounts with email, and never got pv requirement yet.

Create account with email, don't use phone number. Mostly it can't get locked.
