Can anyone recommend me some service or something where I can record like 30 seconds Voice Mail and then add a list of phone numbers and then service will call the numbers from the list and play the message???

What you are looking for is called "autodialer" software. Not sure if there services that handle everything for you. Couldn't find any from a quick search.

So, searching google, you would search for like "autodialer software free trial" and "autodialer service" to find the most relevant results.

In my past I have seen there is a auto dialer setup, and they integrate pbx with that auto dailer. You can send recorded message using that autodailer. Google it you may find cloud services.

I think Twillio would be fine for you, but you will need to learn some coding
