It's your IP, probably spammed to death. Change your IP or use another ISP.

I had pretty much the same error not while ago. I couldn't access the website until I was given an IP from a different subnet.

It is issue from your isp provider. Paypal has blocked your ip probably due to spam or other issues. Try to login from another ip and see if it works.

How could that be done? I actually got this same error on ALOT of websites I visit, even on a game I play. Is it possible for people to spoof their IP so that it's the same as mine? I never use a VPN or anything similar.

I've never seen something like this so I'm flabbergasted lol.
