Link type weighing , depends on ?

So I have always pondered upon this question and never found any info on this forum .
There are several types of links each of which gives particular benefits right ?
Strongest are PBN , guest post , web 2.0 links which are posted on particular page of website .
Weaker links are : Blog comments , profile links , directory links . What I wondered is ,why the blog comment on some webpage has less SEO benefit than the links inside of that page article ? If we look at the source code , we can see that both are insude <body><\body> tags , so what is the factor which separates them ?
Or why the profile or directory link from some high DA domain is weighing less than some post link on low DA domain?
And if there are certain guidelines , how can we determine the % of SEO weighing of different types of links ? That would be like Periodic Table of Elements for Seo )) when buying guest post or pbn u can guess that it will move ur page xx positions , but no ideas about other type of links ...
Also , when we scrape expired domain with 1200 rd for example , how would we quickly identify if it has 1180 blog comment, profile links and that's why its power is $hit (why?) Or its strong with good pbn , guest links .

I bookmarked the page since you asked the question. Got the time now.

So here it goes:

Google puts different weight on do follow and nofollow links. (Do follow passes page rank & nofollow doesn't)
  • Blog comments are mostly nofollow and the ones which are do follows are spammed to death
  • Profile links can be made by everyone (high obl)
  • Forum: These are moderated, and only good/relevant links can pass through (I can't just post a link to my site which sells backlinks on bhw, I will get a warning) that happens with every other moderated forums (those links are good)
  • Guest posts: Sites which have links from seed sites or link from a site which has links from seed sites (nytimes > health.com > stdhealth> your site). The further you are from nytimes, less power you have if we are only talking about 1 link. If you get a link from health.com, your site will have more power than before. Nytimes will bring even more value...
  • PBNs: good domains have links from gov, edu and other seed sites and mostly when you get a homepage links on these you get awesome power that's why 301 redirects work well.
So according to me this will be the power of links (without considering that the traffic exists & other metrics which rankbrain judges)

301>pbn>guest post>web2.0s>forums>profiles>comments>social links

Now this is a very simplistic way of looking things.

Now it can happen that a web2.0 gets a link from American gov. Site and make it more powerful than a pbn.

There are a lot of ways in which this list can be proven wrong. But, think what is the best info according to Google, which sites are the seed sites which Google has to rank.
