Hi, i am from uk and i have 15 computers. So i want to do a business. I want to rent those pc via remote desktop connection . How and where to start? what would be the policy ?

I don't know how to start a vps business but .. how you gonna avoid them to not do crazy things on your home ip? i assume that the 15 computers (vps) will be using your home ip?

The VPS business is commoditized. There are big players offering cheap pricings with whom you can't really compete.

Personally, I will look into using these computers for other purposes.
