where did you find that link? was it part of the link result from ahref, semrush, majestic, etc?
have you tried to insert such a link in articles and see if it shows up in third part or google webmaster tools:

update: I just looked up the domain (https://clutch.co) in moz and sure enough the link that you mentioned is there!! amazing.

now, if I look up that google URL in moz, it shows that the following page has a link to it. (even though the page is down right now)

It looks like a simple redirect URL. That's how URLs show in Google Hangouts. It's not a direct link from Google
