paid ads on instagram

Hey everyone,

The situation of the automation is still discouraging. We got to move on and keep growing.
I dont really mind growing my accounts by paying to Zuckerburg as long as there is progress.

However, my main concern of paid ads is how to target non-followers.
I did some research and no way I can do it even though I tried through Facebook ad manager.
Any advice?
