According to experience and observation

any .Com, .Net and .Org will be out of question since they are under US almighty power.

Lets go to country specified extensions.

Which one is the best safe heaven for piracy ? :D

Well for piracy tvmuse uses .cc. I think they were using .me previously but maybe that wasn't working out. The thing that confuses me with .cc though is the Cocos Islands are an external territory of Australia. The .au domain is probably one of the more regulated domains in trhe world. If Australia decided tomorrow it's not happy with people using the .cc domain they might change the rules.
 
I would say dot tk because it was perhaps the first TLD where you can get a domain for free and even with no boring verifications.
Then goes: cc, ws, biz, to (maybe not in the same order), some more exotic TLDS like cd, cn or ml. still lots of blackhat stuff goes on info, org, net, com.
 
I think .Org ts not under US, and for piracy i will go for .ru
Just do a DEEP search for those big sites on your niche and see what domain extension they use!

Tonic hardly ever suspends domains, .to is expensive but equally reliable.
In conjunction with the right registrar, .su is a great option as well.
Furthermore, I suggest .is and .co.
 
That has to be .tk, the free disposable extension.
