Well like I said, both are legal strictly speaking but if you bomb a website with 2 billion requests they could sue you for damages. That's up to individual sites though.

I used to run large scale crawlers and I got angry emails all the time. I had to apologize and tune my custom bots to throttle requests.

GSA cannot handle modern websites where there is interaction, and rankex, 90% of your list is either banned or blocked by robots or meta.

The IP from which the requests came would be the culprit. They'd go after the IP. If that's you then tough luck.

The software makers are not held liable. Not that I know of.

Make sure to use proxies or VPN, if you spam with your server IP you'll most likely get a notice from your host
