I want to run "Tech Support" campaign for my business but it is very hard to run because of network policies. What is the best way to run this type of campaign ? (Monthly ~$30k advertising budget)

What type ads are these exactly? Normal display? Of course full page pop companies are more looser with the rules but depends on the quality for normal programmatic exchange advertising
