Found a lost phone in the street

Yesterday i was walking to my home from college and found a Samsung phone.
Its price is around 400$ on online stores.
It has two sim cards inside it.
First i pulled out both the sim cards and switched it on, but it is locked.

What should i do with it
Keep it or sell it

Return it to the owner - there is a high chance at least one SIM card is not locked. You wouldn't want to lose all your contacts like this...

It may traced if owner has filed an F.I.R

You can unlock any Samsung phone with 20-30 USD, but assuming you believe in karma better return it to the original owner, will help you in your future growth and the feel worth more than 400 USD which anyway you will spend them on bullshit for sure.
