Alright, new bank account, new name, new address, new laptop....using a Chromebook. Worried that if I log on to the Chromebook from my the IP I was recently banned on (home IP) and switch over to VPN it will flag that correlation and do VPN's even work or do they ban people for using VPN?

Make sure the ads started on a new account is 100% white hat

Low budget

No changes until after 72 hour

Old Gmail

Get some activities around Gmail

Do not add card after campaign or campaign after card

Play to there natural timing,

Don't cloak

The most important information are taken at the point of approving a campaign

And adding a card

A lot depends of the card and billing address. Which type of card are you using?

Lately I've noticed every new account goes for review within the first week, but if you are clean enough you should pass.
 
I do Google shopping ads they are always approved but I use credit card or real bank accounts for my adwords
 
Use real credit cards and if you have dynamic IP, reset the modem. And mostly incognito works if you have legit cc.

Don't make too many changes right after the ads get approved because chances of getting under manual reviews are more when you account is new. Also use the proxies or VPN for the same location(country) as you billing address on the card.
