Both my competitors have a gazzilion links from this domain http://theglobe.net/the_worlds_most_visited_web_pages_262
which duplicates itself under a gazillion similar domain names. Both my competitors are ranking ok . Given that this is the most obvious link farm there is, how can they still rank so highly? Has Google been dumbed down? This isn't new. Both competitors have been around for years and the links are from 2011 and 2012.
 
Google's latest link update stated that they will tend to ignore low quality / garbage links, so I don't see a discrepancy here.

I thought Google penalised people who purchased links or participated in very obvious black hat methods
 
This is just an Alexa clone, there's 1000's of sites that automatically generate this content
