Turns out the article was done long ago and they simply forgot to send it to me.
Now that I received it, the quality seems to be fairly decent. I've been trying out multiple writers in the same price range for my new site and I've had to rewrite all of them so far (how does it feel to throw one's money down the cliff?), this here has been the first exception... Only needed to modify it a little bit, fix minor errors here and there, and make only just 1 paragraph more clear as it felt like jargon an average reader wouldn't make sense of in its entirety (I hope it wasn't just a spun content out of various topics). Overall, the text provided actually made sense, more or less.
It was strictly an info post and while reading it I didn't feel like I was slowly forced to buying into something at the end of it...
