Letter received from Google on unnatural links - What should I do?

Today I received the below letter from Google.

Unnatural inbound links to violate Google Webmaster Guidelines. Google has detected a pattern of links from other sites to your site that is either unnatural or irrelevant.

Submit a reconsideration request

Once you fix your site, file for reconsideration to remove this manual action. Include any details or documentation that can help us understand the changes made to your site.

What Should I do , Any prior experience on this. Please suggest me friends.

All are quality link only from their report but when i check report lot of links from arabeski-spb.ru and ink-group.ru.. seems spammy link but I could not find where is the link comes from this site.

Build a disavow list of those .ru sites and upload it to webmaster console. I think aHrefs has some tutorials on this. If not a quick search on "build disavow list" should result in instructions.

Hi, If I'm not wrong, one of your sites got penalized before, right? How did you get out of the rid and how long did it take?

If those links are included in their reports then THEY ARE the reason. Not the .ru websites that link to the whole world.

Had this one before in one of my websites.

Updated the disavow file to include spammy domains. When sending reconsideration request I explained some of the backlinks could come from competitors, and I would always to my best to keep disavowing.

10 days after, the penalty was lifted and rankings were soon back.

Disavowed a lot of links (strong but with anchor text and spammy)

Got rejected

Made a list of all the pages which were affected, saw the links pointing to them. Asked the guest post seller to remove those links.

I didn't touch good pbns, good Diversity links.

Penalty lifted!

And regained the rankings
