I want to send my traffic to a click bait landing page and put my CPA link on a button , but shorten it with bit.ly, will my network be able to see the referrer website? ( Click bait landing page)

yup, but that doesn't mean you would get in trouble. Make sure to read exactly what type of traffic is/isn't allowed with the offer and contact an affiliate manager if you are still unsure.

Shortening with bitly does nothing to hide the traffic source.

Yes, bitly passes the http referer to the target URL.

You can be click batey but just be sure to follow the guidelines of what ever network you are using some are more lenient than others for sure. Always hide in plain site . Best of luck
