Yes it clearly says its for brand new accounts only.
Here are the terms from your purchase.

Google Adwords Terms:

1. Offer available to customers with a billing address in the U.S only. One promotional code per advertiser.

ok i see it now . but google give you $150 credit for free on new accounts that why i thought this was different since you had to pay for this one .

Nope. They dont always give you the $150 and besides if you are using a US one with a VPN, there is no chance of getting the $150 one. I have clearly stated in the thread what you get with all the details. And even when you purchase it clearly states what you get.
