For me, the "Step 1 links" are PR, Social Fortress (and siganls) and maybe business citations.
You should be careful with the links you build, but those kind of links I reminded above are natural because they are being built by every new business over the world.

I am currently in the top 5 of my keywords and working on local packs. Trying to crack the local Pack algo.
Agreed. Even in the spam niches like gambling and crypto you can start ranking right away. Waiting for 6 months to get out of the sandbox, links that gave result after 3 months etc are utter bullshit from my experience. If your website doesnt rank as it should, usually there is reason for that, and thats not the sandbox.
50sh is still sandbox.
