Hello i was searching for keyword. Top search site for that keyword had 677 backlinks only but when i checked in google keyword planner, it showed high competition. How do we justify this because if it had 677 backlinks then how come it is high competition on google keyword planner?

In Keyword planner, competition metric is not talking about the organic results but the ads investment.
If you want some rough estimates of competition with a number, you should use a paid app like Semrush. But I don't have much confidence in those numbers. Nothing better than one's inspection

Thanks for reply. Actually I feel reluctant to use paid service because i had subscirbed for Ahref for a month. i found 2 keywords with diffculty level 3 (out of 100) and it had 1000 per month traffic. However after doing lot of seo marketing on that keyword, it didnt go well. Later found with another app, it was showing those 2 keywords as highly competitive. I never tried SEMRun . how much is your success rate wtih SEMRush?

As I said, never trust those apps for that competitive number. They use a weird algorithm, that is not the holy grial (if it was the case, they could be plain selling those keywords for some thousand bucks).
Most people use this kind of metrics to filter from huge lists. For example, if you have a 100.000 list of something (keywords), maybe you may say: "I'm going to fillter all above 30 out of 100" and proceed from there. Then after that filtering you may get only 1.000 domains and keep on filtering with other parameters. Obviously when you do this, out of those 99.000 you filtered out maybe a 2 or 3% could have been great opportunities. But when you use this metric you believe that the opportunities it gives, on average are greater than the opportunities that it doesn't

Just a matter of statistics. From there, there is a point where you have to filter manually. The selected keyword can never, ever, be chosen by some automatic mechanism
