its an expired apartment rental domain with the cities name in the domain title, 16.5k backlinks and links from 4 different domains

building out an actual apartment rental site is a bit outside my paygrade but according to moz explorer nothing on the front page for organic comes anywhere near , I'm thinking maybe a simple content page that redirects to some apartment rental place on page two of SERP and then I just charge them a flat monthly for the convenience?

or am I totally overestimating the value of this old dead domain? , its ".us" so not one of the primaries

4 referring domains is very low. It's likely that those domains will also expire soon and/or are owned by the same person who could delete all the links. The domain itself does not sound very valuable based on those metrics.

In terms of the name, if you're sure there are related keywords you can rank for easily, go for it. The issue I forsee is intent - if your search query is something like "apartment to rent New York", it's likely the SERP will be full of actual rental properties or property agents. Informational content, like you propose, will struggle to rank for a search term with such specific intent being served by rental services.
