Try followiz. they are not perfect however, I would prefer them on many other providers.

I just tried Top4smm IG custom comments and they still haven't arrived, even though on the panel it says it will start within 2-5 minutes. Just beware. False advertisement.

what about for likes?
I'm not too sure, I imagine most should be ok. I've only tried SMM Labs for likes and they came pretty fast, a bit too fast for my liking but it works.

just tried 4 different panels and still nothing worked for likes after 2 hours

No one has yet named the main source of HQ YouTube views on this thread. That's crazy to see how many resellers there are.
Of course there are going to be problems with your views when you got 5 different API calls from your rent-a-panels going to a source panel which then goes to the unlisted provider.
You really need to use multiple different panels depending on the service you need (views, likes, shares, comment likes, etc). The panels can turn to shit at any time after YouTube updates.
The panels become unstable because you have rent-a-panel resellers that have to manually update their service listing when services break and they don't do it fast enough (sometimes the provider doesn't notice for days).
That "victor panel script" that all these panels are using on BHW is pretty garbage because the API doesn't even POST all the data from each service and it has to be manually updated by a chain of resellers... The services are not even accurate on reseller panels. Lol

Just Another Panel doesn't work either for likes/dislikes.

how is it so hard to find a working panel right now? There has to be one because i see other youtubers (in my niche) that are receiving fast likes
