About to give up, what did I do wrong?

Sure, I understand that. What I don't understand is why pages like @wodertime would have super loyal followers/high engagements when the owners don't seem to give a crap about their followers or even what they post, while the more carefully curated pages often fail to have similar success.

Because the more your followers are organically made the more the engagement the more loyal they become because that' the content they looked for themselves. That's why i never take into consideration how big your page is but how many they interact with your posts.

How would you define "organically" made though? I know fake followers surely don't count, but how about through F/U?

Yes it can be done through F/U if you target the ones with specific niche.
Let's say " Cat Niche ", you'll have to F/U those following the pages with Cat niches too, so attracting those is great & this apply to any niche you're working on. Some people don't know that & just focus on how many they'll have which is totally wrong if you wanna make those followers into conversions.

Some pages are the same size, but the page has much better engagement - maybe they use engagement group. If you want to increase the amount of engagement, you might consider using engagement group. About content, If you use repost stretegy - In my opinion, you should choose posts that have been posted a few months or even 1-2 years ago. Because, for new content, there may be pages larger than your page that have been reposted first - this may affects your engagement (No one wants to interact twice with the same content).

Random Follow of people not interested in your niche, like some do buy growing the account ,may be to sell it in bulk later. that' why f you're trying to grow your own account/s make sure to target people with the niche they are interested in already. If you niche is CAT, target followers that are following that niche in other pages, see it's easy it just needs patience & hell lots of time.

Currently I only use generic engagement groups (EG)- Combined with hashtag, the amount of engagement with my post significantly increased. Of course, you should focus on content. In my opinion, EG does not bring real engagement, but it makes your post more distributed through hashtag.

Ex: A post after 1 hour gets 500 likes - will be able to reach more people via hashtag than 1 post with only 100 likes after 1 hour.

Building an account with this method is a classic example of the snowball effect of IG.
Once the ball starts moving it gets faster and faster.
I'd imagine your main problem is expectations. Look at how your growth rate of your followers, not the total number. As long as the rate of growth is increasing you're doing fine. The main problem is you have a very clear memory of the work you done but the results stemming from that work won't really be fully seen for months.
