“Unrelated links”? I don’t think that’s an actual penalty... what was the actual penalty called?

For me it was a hard no. I removed the links that were responsible for the manual action and the results plummeted even more. I felt in the end it was best to remove all the content from the site, wait until it was removed from Google and then re-upload it onto the new domain.

I had a rather large site get penalized towards the end of February 2019. After several failed reconsideration requests, I was finally able to have the site recovered towards the end of May 2019.
Since then, the website has been recovering very well. The site actually holds more top 3 and top 10 positions than it has ever had, and traffic is even higher.

I am also speaking of personal experience. I had site penalized for unnatural links in July 2018.
A lot of links were removed and disavowed and reconsideration request was accepted in August 2018. Site returned to old position and is still ranking very well 1 year after.

I think it was because of my mistake. I already had 20+ good expired tumblrs pointing to my site but some were not indexed. I didn't check from GSC, I checked manually on Google if they are crawled. I changed some anchors on some of them and "accidentally" changed on one-two which has been crawled and that was the trigger cause it's a footprint.

I don't know, but maybe, from now on, its safer for you to avoid many repeated WEB 2.0 pointing to your the same website since they are coming from the same domain (different subdomains but the same domain - tumblr.com).
Try to diversify it.
