How many tier 2 links should I build?

I have 300+ local citations I am trying to get indexed. They are hosted on local news websites with DA ranging from 30-95. What would be a safe number of tier 2 links to build to each citation in order for it to get indexed quicker? Im planning on using a GSA blast.

if i were you, i would have gsa to create articles and wiki posts to those sites and then full blast those tier 2 sites.

dont do full blast gsa on tier 1

i would do about 10 (articles + wiki) to tier 1, and then blast the tier 2

empty link has no power other than authority (if its good website), relevance, and some internal leftovers

from what youre saying i think you wont rank becuz these links lack one thing

Maybe T2 links still work well for local seo, but otherwise i'd focus more on T1 links and think of T2 more as means to get your T1 links on the map.

You build links from quality tier 1 or level 1 backlink properties. These are usually quality websites, Web 2.0 profiles, or PBNs.
You then build tier 2 or level 2 backlinks to these tier 1 web properties. These can be a bit more low quality- Parasite Web pages, URL Redirects (http://bit.ly, Goog.gl etc), or authority blog or forum profiles.
And then you just spam tier 2 links with hundreds or thousands of links - usually low quality spam or forum comments using automated linking tools like SEnuke Xcr or Scrapebox or GSA.

what do you mean? im just asking how many links id need to get google to crawl the citations and index them. nothing about rankings. the tier 1 links are high quality local citations which obviously are one of the main factors of local rankings.
