I have issues with creating bing account.

Each time I signup for bing and want to add a payment method. I kept on getting decline messages
"
We could not process your payment method. Please verify that your card information is correct, and try again. If you continue to have issues, please use a different payment method, or contact your financial institution.
".

I've tried all I could but no yield. Please I need advice on what to do. Thanks

Help needed please
 
The error messages indicates more of an issue with the card or some sort of hold from card issuer not bing. I think it should be your card issuer that can help you with this.

I've tried severally and there's nothing wrong with the card.
 
Mate you didn't even told us about what card are you using?
It most probably the card issuer is the reason not Bing.
Help us help you by clarifying more about the payment card you used for that.

I used my friends discover card. Also a visa card issued by chase and 53rd bank. None of them went through.

I've tried using my own local Nigeria debit card and it still didn't work.

That's obvious to be rejected, the card is probably not supported in your country & you're trying to open an account with it, they rejected it (normal, not weird).

PS: are the cards working internationally or just in your country (it matters)

I hope you weren't trying to do that from your Nigerian IP.
If the merchant (aka bing.com) suspects a country mismatch and especially if a high risk country like yours (no offence here) is involved chances of decline are nearing 100%.

Try buying a US-based VPS (better the one where you could install the OS from an arbitrary ISO so you may install something like Windows 10 or other home OS), then opt-in for some residential US proxy and try a USA card that wasn't involved in your previous affairs (aka none of these you already tried). I would begin there. Don't forget most USA cards have AVS and name verification in place so if that is your friend's card you must sign up using his name and address. Most Euro cards (except maybe UK) don't have this shit so if you have some friend in Europe try their card (and use a proxy from that country off course)

I'd definitely try all of these method you've given and I'll drop feedback here.
 
Same for me. Tried like 5-10 vcc's providers, it's not working. Paypal not working too. Pm me if someone have solution. Will pay

I've tried a bunch of these. The best got was PayPal. Soon after I create a campaign and added a $100 Bing coupon the account gets suspended permanently. I tried to appeal it to no avail.
 
BIN / IP issue.
I used residential proxy--- Cox Communication, Charter Cable

None worked. Big has issues. Google Adwords has joined the train now with issues with payment form upon launching campaigns.
 
Each company has different systems. One might choose to decline your transaction, the other no. You must ensure the proxy is clean, private ones, etc. Your browser also might leak info, etc. Multiple factors involved. Try with TeamViewer on a real US IP and it should work.

When Bing is not accepting your card its most probably IP problem. Im not saying you need to use residential but im just saying that you need to know which ISP is working. I am also not saying that all cards work there but when u have card that you know that should work (u have used earlier, someone is using now or any other info) and u cant add it then try different IPs. Its easy to get working ISP or proxy source.
