I just created a new ads account and received a promotional code from adwords 150000 yen received 450000 but can't use it, my payment address is in Japan. Normally, promotional codes only donate 2,500 yen to 10,000 yen. Who can help me, thanks for your help

Payment country is not available for this promotional code. I think this promotion code only applies to a certain condition

Incase you churn and burn, why are you using Japan accounts ? Threshold is equivalent to around US$50 only.
