How to approve Adsense for an Adsense approved website?

Hi, I know the headline sounds weird, why still need to approve Adsense for an Adsense approved website?

Here's the situation, this is because one of my friends doesn't want to continue to run the website anymore. So I become the new owner and would like to approve Adsense with my own account. He removed the website in his Adsense website list, then I applied with a brand new Adsense account with the domain. Tried and failed a few times, the feedback of each time is due to scraped content. The website was being approved before why now become scraped content?

Anyone like me tried Adsense approval for a website was approved before?

Yeah, it was used to just place your code if your Adsense account is already activated.

If it says "scraped content", it doesn't matter if you change the theme, at all.
I don't know why he was not banned after he was accepted on Adsense, but I'd suggest you to put every article on a copyright checker and change or delete any article that has copyright infringements.

What copyright checker would you suggest? The content was written by himself so honestly I don't really doubt if the content is scraped.

Copyscape is by far the best but it's not free. I don't think it would do the job for you because if he has many articles, you can only check a few of them per month then you have to pay. I'd suggest you to search on google for free plagiarism checkers and put every article on every of them to double or triple check so you can be sure you remove all the copyrighted parts.
If google says it has scraped content, it HAS scraped content! Maybe he was not copying everything, but surely he took some sentences or words here and there and added some parts himself. That's not acceptable either.

Use a spinner to rewrite all articles and you should be fine

The best way to go for you is to check every article with a copyright checker and modify any articles that has copyright infringements. I'm not certain as to why your friend was not banned after being accepted on Adsense, maybe because the articles with possible infringement issues were not detected as security measures were not that tight as they are right now.

It entirely depends upon reviewer.
I submitted same website with no change 3 times ....got rejected 2 times but....well third time is a charm.
