Extremely hard to tell as every site is different. I'd recommend lowest package for start, see how it works out for you.

1200 search KW took about 15 links to get where it is now.

This is the most difficult one, with 9000 searches. Took me about 40 links

This one, 3200 searches has only 7 backlinks at the moment, but it's the best content piece on my site.
