Spamming over instagram is not about (Follow, and unfollow), you still have another ways ... comments, DMs, Titles, shoutous, many many more ways.. its REALLY an active platform. But you need to play it smart.

There is many ways to achieve same results even with less accounts, this is called optimization, its the same of a pro individual vs a horde of 1000 newbies and even so he will manage to win. Doesnt mean directly more expensive neither more proxies.
