If I log into two different Facebook accounts on the same laptop or phone but one with a VPN and the other not, would Facebook know both accounts are on the same device?

They will!

There are some many indicators, like:
Cookie Sessions
canvas fingerprinting
etc.
But also, subspecies user behavior like always following/liking the same profiles.

You should setup different chrome profiles for each account
google "chrome profile setup"
using this technique each profile has different cookies folder and plugins set.

Exactly. You need to take care about a lot of things and we are not only talking about behaviors. Tons of factors like mouse tracking, fonts, webRTC, webGL, Flash and many others are part of what makes you lose an account and make you blame on the IP. Some website are even able to track you using the media devices connected to your computer and its hardware. Since there are so many things to take care of, I strongly suggest you to use Multilogin as it's the best solution to manage multiple accounts on the same website.

Needless to say that you will need to purchase a dedicated IP with any VPN you may want to use. Cheers!

They sniff around tonnes of factors other than IPs. Cookies and mac addresses are top among the list.

What about the Duck duck go browser ?

if only 2 accounts, then you good to go even facebook has a feature to switch account. I see no point even with the VPN.
