For just one account, running Jarvee from home seems to be best.
I see my best bet on buying something like a Lenovo Thinkpad 420 with 8GB RAM and an SSD to run it from home via my own IP.

People with vps are either lazy/ uninformed or computers in their country is very expensive.
My 64gb ram,ssd 2.4ghz 8 core can run 1500 accounts. PC cost me about 550$.
I have my eyes on a Lenovo Thinkpad T420s or T430s with an SSD cost between 165 and 200$ and connected to my Wifi.If you run 5 accounts, then its ok, but if your run 200-500 accounts, you need powerful PC/Laptop - for example I use Dedi server with dual Xeon and 32GB ram, paying ~60$ for it each month.
Now imagine how much cost to buy such laptop? I guess ~1500-2000$ one time payment. Sure its more smart in such case to buy server PC or something - but it will cost ~600-1000$ one time payment. + Electricity and Internet cost. You will need ~1-2 years running non stop just to save money back. If you project wont be stable and longterm it will be just waste of money.
Also dont forget that dedi servers and VPS comes on RAID and if your ssd/hdd burns you wont loose anything. If you laptop burns after 6 months nonstop working you will loose much time and data to restore it all.
So if you do this as a game, you can use and play on laptop. But in all cases its better to use virtual or dedi servers.
As far as I know the limit would be 3 accounts per IP.How many IG accounts can you run per one residental connection without much risk?

I think a better approach is to setup a free VPS on Amazon AWS (1 year free) and set up a vpn to your home using a raspberry pi zero w (25$ for the kit), so your amazon vps will use your home address as the proxy, safest thing and on the cheap. I´m running the free amazon aws vps with 1 core, 1gb of ram using Jarvee with 10 accounts and no issues.IMO just buy an cheap customizable VPS. (for only 1 jarvee acc you need about 2 cores and 2 GB RAM... So about 15-20€ monthly)
Buy yourself an Raspberry Pi.
Configure your Raspberry as an Proxy.
And then Connect your VPS to the proxy. With this setup you could use your home IP without the hastle of harming your laptop.
Laptops are not designed to run for ever, they will get heat damage or it will suck some dust and make other problems.
