need help with creating ebay seller account

i created an paypal account everything is confirmed (just vcc)
and when i was creating ebay account i went to the automatic payment page so i tried to link my paypal and it gave me this message "We’re sorry, we weren’t able to set up preapproved payments at this time. Please try again later."

i really need your advise and how to fix this problem if i ever wanted to open another account

I think you should slow things down a bit, and always clrea your cookies when using paypal.

It’s takes a while for all your information to be confirmed. They need a lot of information to ensure security. It aucks but maybe calling customer service can speed it up
