Questions about expired domains

I’ve been looking around and have found a great interest on expired domains. However I have a few questions that I hope someone can answer.
1. Would buying an expired domain for a local business be beneficial or unnecessary? ie. Buying a domain that contained the name of a city, like www.DallasExample.com instead of buying a new name brand domain. Which would be better.
2. What if you get a domain that has the keyword you’re looking for, but not in the niche you want. Say you’re wanting to get a domain for a specific city , but the name of the city is also the name of maybe a sports team or an actor. Would it still be good to get a domain that has backlinks, etc for a different niche, would it still be strong for you to rank with?
3. What are expired domains best used for? Blogging sites, amazing affiliate sites? What about quiz websites, or local businesses?
4. Can you name the best tools to check expired domains, websites to look for expired domains, or marketplace sellers.

A follow-up / side question, piggy-backing on this one. I'm sure there are some expired domains that have been penalized by Google for doing black hat SEO / tactics. Is there any way to know if a site has been penalized? Or is that just the risk when buying an expired domain?

I know how to check if certain domains have been blacklisted by ad exchanges, but I don't know how to look up a Google Search penalty.

An expired domain can be good or bad, like everything in this world. If you find a good one, it will be better than a brand new domain (in things like SEO, maybe not in branding). But it is difficult to find a good one. Even if the domain has a lot of backlinks, or a high DA or whatever it doesn't mean it is good, it can be penalized or have bad backlinks or even not be related to your niche, so be sure to analyze the domain before buying.
About your second question, it is relative and the answer is different on each case, but anyway you always can redirect that expired domain to a brand new domain to share some of "its SEO power" (ugh, I don't like how it sounds, it sounds like a guru).
Expired domains are used for almost everything but again, if you are going to use it in a money site be sure to always check everything is perfect on it (and think about something, why someone dropped the domain if it was that good? Sometimes it happens but... be suspicious.
About webs and tools, there a lot, for example, https://www.expireddomains.net/ (free), https://www.domcop.com/ (paid), https://expireddomains.io/ (free), https://www.freshdrop.com/ (free I think, I didn't use it). There also tools but I don't use them so I can't talk about them.
About how to check if a domain is penalized, well... you can check if the site is index in google with site:domain.com and if nothing is indexed, it is a red flag (but maybe the site was dropped a lot of time ago). If you don't see it indexed, you will have to check the google search console once you buy it.

Thanks for all the help, I got a decent idea of it now. Can I have your opinion on this? If I were trying to make a general site for a city, in example Dallas, Tx. So www.DallasCity.com , in theory would it be okay to get expired domains like www.DallasPlumbing.com and just redirect to the main site? Of course checking if these expired domains are okay to use beforehand, would this boost the main site, even if it was new? Also would google penalize you if you have a lot of domains redirecting to your site?

Well, if the expured domain is well (no penalizations, good metrics) and share niche/keywords; yes, there are severalresearchs that says it will work (including some users here in BHW).
About redirecting a lot of domains to a brand new, use 30x redirections and be sure to don't redirect a lot (maybe you can use the BHW search, I think someone tañked about how much were safe per month).
Anyway, I don't hace a lot of experience about domain redirection since most of my domains are or brand new or purchased in auctions, and the expired ones I have, I built sites on them.
