Do you know any e-mail provider without Phone Verification for registration?

openmailbox.org, tutanota.com. Yandex doesn't require phone number during registration, but after a few times login, the company will ask for a phone number. At least based on my experience.

Outlook has no pv

Not always. I don't know why but some times it asks for phone number verification and sometimes it doesn't. I use yandex which doesn't require it.

mail com have only recaptcha v2 and is part gmx com and is possible create 1 account every ip plus whit same ip no possible create 2 account in both services the same day and need very hq ip or is a pain create account or many fail and lose only time

True but a lot of sites will have spam scores (web spam not email spam) one of the most common spam score factors is email carrier.

A mail.com email address will be far more trusted than say a mail.ru one.

sure but there are many other services out there with a high reputation of their server good for send

If you create account with the listed emails, instagram won't ask for phone verification or something?
