Our overall DB has been cleaned recently via suppression and from bounces with recent campaigns. We get a 5-8% bounce rate with newly extracted lists, but tend to test for bounces to get below 2% before undertaking any campaigns.

I'm not sure what you mean with headers, but we're able to provide each recipients full name and geographic location.

How big is your list?

For those from the US that we're able to target and segment on the criteria in the original post, around 28 million.
