What budget for a efficient SEO outreach campaign?

Hello BlackHatWorld,

I created an infographics related to Game of Thrones which I think has a good SEO outreach potential.

However, I'm trying to hire a freelancer on Upwork to do the outreach part while I create some more content. Problem is I have no idea how much I should pay for this type of campaigns.

Is it better to work by hourly rate? Fixed price? Price by links secured (but they don't have all the some worth though)?

If you hired someone for this type of services before, can you give some details about your experience and how much you spent?

I'd take any advices on this topic, I don't really want to learn by mistake on this one.
