Does anyone know how these short urls are generated? Or where I could get this for my site? I noticed a few of my competitors using this technique.

They get around 100k-300k of these links a month, all dropping off within 30days of creation. They are indexed by Ahrefs in less than an hour of being added.

Doubtful these competitors are working together (yet they use the same shortener URL e.g. bki[dot]me), so I'm assuming its a service similar to speed-links, or a function in GSA or RankerX.

Any help would greatly be appreciated.

It's a pretty unrefined link building technique that was slightly effective at one point. The theory is that link shorteners have solid metrics by default so that should, therefore, transfer to your website. However, in 2019, Google is more than clever enough to know what they are and are almost certainly not using them in their algorithm.

Remember also that these domains have a high number of OBLs so it can actually be damaging if you don't have a strong enough link profile to support an abundance of them.

TLDR: Ignore them, they're not worth your time and your competitor isn't benefiting from them.
 
Would it be beneficial at a certain point? I see one site has 998k, & the other 700k backlinks. I might have answered my own question.
 
Don't bother mate. Focus your link building efforts elsewhere.

it was effective at some point but not now better submit manually remember 2 high quality links are equal to 10 low quality irrelevant links from such sites.

It is not necessary those links are quality links , you should be focusing on quality backlinks

Exactly what I said above and explained the reasoning behind it. No need for the echo chamber fellas.
 
I did a lot of digging & figured out someone is targeting all the leading websites in that niche (rehab treatment) with short urls to there website (3 hop link). They added enough noise that it wasn’t immediately noticeable. At first I thought it was the centres themselves doing it.

The short URL fakes a referral back to there own website.

Doesn’t appear to be helping stats, but it could be helping to boost calls, which is the most valuable metric in that niche. Only the person doing it could really tell if it’s working.

Seems like a lot of CPU for small gains.
